The St. Mary’s County Metropolitan Commission (MetCom) is a quasi-governmental agency that provides water and sewer services for residents and businesses in St. Mary’s County, Maryland. MetCom has a customer base of over 17,000 and exceeds $20 million in annual revenues.
MetCom has an immediate opening for a Purchasing Assistant/Fixed Asset Accountant. Under supervision of the Purchasing Agent the Purchasing Assistant will assist the Procurement Agent by handling basic commodity and service contracts and administrative support of construction contracts and construction work-in process/fixed asset accounting and reporting.
Essential Responsibilities: Work with end users to prepare and format specifications for commodities, water tank painting, vehicles and service contracts. Manage commodity and service contracts and support for construction contracts: advertising in all required media; preparing paperwork including contract addenda and change orders; scheduling and participating in pre-bid meetings, site visits and bid openings; following up with approvals; contract award and renewal notifications; supporting the contract manager and ensuring no cost overruns; Create and maintain financial and procurement reports using Excel; Administrative tasks including procurement card support, insurance requirements, and expirations, enter journal entries, create purchase requisitions and purchase orders, and receipt of purchase orders; Administrative support to construction contracts including basic document preparations and distribution of solicitation documents; Balance construction work-in-progress by project and account; Project accounting to provide project managers with a status report on construction projects; Fixed asset accounting which includes entering the Capital Improvement Budget, journal entries for capitalizing assets and posting to the fixed asset depreciation schedule; Inventory control which includes monitoring of inventory levels of grinder pumps and water meters; Maintain the Fiscal and Procurement sections of the MetCom website; Performs other duties as assigned.
QUALIFICATIONS Knowledge and Skills: Strong time management skills; highly organized and detail-oriented; Proficient in Advanced Excel; Knowledge of relevant government purchasing and basic accounting principles.
Ability to: Gain working knowledge of St. Mary’s County Metropolitan Commission policies and procedures; Act as a representative of St. Mary’s County Metropolitan Commission to the public; Effectively communicate with other staff members and vendors; Prepare and maintain accurate records; Operate relevant computer systems, including hardware and software and office machines.
Education and Experience: High School diploma or G.E.D, Four or more years of job related course work or experience. Or equivalent technical training, education and/or experience.
